Can pavement burn a puppy's paw?

Yesterday I was walking my Yorkie puppy and a woman says to me, "This hot pavement can burn his paw, how would you feel if someone stuck your hand on this pavement". So I'm like he's fine and she rides off. It was like 80 something yesterday and he did not seem to be in pain, and he was enjoying the walk. If he was in pain wouldn't he yelp or something, or not move at all? If you live in the South do not suppose to walk your dog or something, geesh. I thought her comment was rude and disrespectful, but is it possible for his paws to get burn? I wouldn't walk him in any heat above 90.
