Is there a discounted afternoon ticket for Islands of Adventure at Orlando?

I remember there is a discounted afternoon ticket (after 4PM or 5PM?) for Islands of Adventure and Universal Studios, but I am not sure if it's still available or if it was a promotion. Can someone please help me with this?
