How to calm my dachshund down?

My dog is almost 2 years old now and every now and then like every 2 weeks he starts humping my 6 and a half year old yorky when we seperate them he whines when he hold him back he whines and when he does stop its when i have to yell at him then he whines and follows her it gets very annoying because at night when im exhausted her just keep after her and they sleep with my grandparents and my grandma holds him back and he yelps and this is for hours until he passes out and by then im exhausted shes exhausted and my pops is about to throw him out on the street
