Why is my 6 year old german shephard acting like he has arthritis and not wanting to go down or upstairs?

When he does go up the stairs its like a big effort. And he avoids it at all costs. He wont jump on the couch anymore and just trots wont run. When I was checking him over and pulled his back legs back a bit he yelped. I dont know what to do.
