Will my puppies be taken away?

I was at some park and my freind wanted my puppies to chase him but i didnt know there was other people. so i let my puppies go and they go up to a small yorkie and smell it and it starts whining and yelping. and would my puppies be taken away because the lady was chasing us in her car saying she was ganna call the cops
